YOU can bet on many things, but one sure winner is that Morgan Tsvangirai will make a promise he cannot deliver on.

 

In the last year alone, he has issued ultimatums against Robert Mugabe and made declarations only to backpedal furiously when the veteran leader and his minions called his bluff.

 

Now that he is Prime Minister, Tsvangirai may want to pause a little and consider the things he says, and the promises he makes, because the consequences are now doubly serious.

 

Listening to his inauguration speech on Wednesday, I was struck by the recklessness of his pledges, and his failure to stick to his script which his advisers would have without doubt spent dozens of hours combing through to ensure its accuracy.

 

But once Tsvangirai took to that rostrum, it felt like Robin Hood had just arrived in Mbare – randomly dishing out goodies to all who can say his name. The trouble, of course, is that government does not work like that.

 

I will not address his promise to pay all civil servants in foreign currency by month-end, others have already done so, and will continue to do so for weeks to come.

 

But I just wonder how he managed to veer off his script and end up making a promise which clearly is beyond his capacity to deliver.

 

“It hurts that as we celebrate here today, there are some who are in prison,” Tsvangirai said towards the end of his address. “I can assure you that they are not going to remain in those dungeons any day or any week longer.”

 

Really? Since when has the Prime Minister become the Supreme Court and the Director of Prisons? For he certainly is not Michael Scofield! Can he really be sure he can spring Jestina Mukoko free from jail within hours?

 

Now, what should be particularly painful to Tsvangirai’s advisers and the men and women who prepared his speech is that they had found the correct terminology to address the problem. Their text was legally upright, because these are prisoners, and fit to come out of the mouth of a Prime Minister, not an opposition leader.

 

In the prepared speech, available here, Tsvangirai should have said: “As I stand before you, more than 30 innocent people continue to languish in jail months after being abducted and illegally detained.

 

“While I will not interfere in the judicial process, I will make it a priority to ensure that the law is upheld and that the justice system deals with their cases in a fair, equitable and transparent manner in the shortest possible time frame.”

 

The difference between what he was prepared to say and what he ended up saying is just plainly unacceptable, not least because it’s a promise he cannot deliver on for obvious reasons.

 

Even when he said what he said, he could have mitigated the damage by sticking closer to the prepared script. After declaring “… they are not going to remain in those dungeons any day or any week longer”, he could have added “than is necessary”, thereby freeing himself from a tight deadline which his words have effectively set.

 

The problems ahead for our new Prime Minister are just gargantuan, and he certainly doesn’t need me or anyone else doing this. But he can make his troubles less so by sticking to the script and working with others to achieve certain ends, without the grandstanding synonymous with opposition politics.

    its a shame to see our selves labling each other as tribalists.i think the new government should introduce a curricullum on relations to at least educate our children on importance of relations amonst our selves.lets express ourselves freely.Mdu give your opinion.as for Mr Tvangirai,give the man a chance.he struggled to be where he is today and we the people put him where he is today.wheather he delievers or not lets see wat he can do the judge.PM be carefull cause Mugabe will capitalise on your mistakes.

Unlike the Obama inauguration, Tsvangirai is faced with a hopeless situation at hand and human rights had to be a part if his speech, as MDC has been really based on fighting for justice and equality hence he mentions the abductees. The promises he makes must have some foundation and i think your article is a bit too early and you should have timed it better, say after all his promises have not been fullfilled? All these Ndebele-Shona issues i see in some comments have no place in the changing attitudes of Zimbabweans and Africans alike. I am not saying you are tribalist, but if you subscribe to that school of thought then you are locked in a generation more or less like the Mugabe, one that is full of ignorance and sets goals on certain beliefs than reality. Zimbabwe needs fighters like Tsvangirai and the MDC but might also need different set of people to revive the economy!

In actual fact the desease was at its peak and now we have more than 3200 people that have died.     I did expect Tsvangirai to expose flaws, in his statements. There is inconsistencies which he has revealed in the past, and the joining of ZPF is one of them. Others include the promises of removing Mugabe by force.

    He promised to punish the perpetrators of Gukurahundi genocide and end marginalisation – to persuade the western region to vote for him – do you think that it plausible?

    He has now chosen the A-Team, and surgically chosen not to include people from Matebeleland at all and make sure they are no women too.

    Are the people he has chosen for the ministries competent? I wonder.

    As Africans we need the begin to understand that leaders should be chosen by competence and not participation in some sort of war.

But one has to hope that he quickly learns the great gulf of difference btwin opposing and being in the thick of thngs as a gorvenment… Maybe we need to give him time…. But trust me; exciting times lie ahead… wat more wth the self-styled deputy PM!

    Nothing and nobody in Zim is perfect, never has and never will be BUT at least he’s courageous enough to have stood all this time and endured what he has. Leaders have to make difficult and unpopular decisions at times for the better and he’s shown he can do that. Clever he is not. We’ve had “ucleva” for 29 years and look where it’s got us!

    He deviated so what? The speech writer writes as a professional, Morgan is a politician and sometimes, you need to make yourself understood, in a way that the speech writer will never understand. It obviously did not sit well with him that people were still falsely imprisoned and as a human being he has the right to express his view. So with that in mind, I’ll take courageous and heartfelt over what we’ve been through these past years.

    Promises are part and parcel of a politicians’ genetic dress code dearest Mathuthu. Gono promised BACOSSI to feed the masses and where is it? We were promised housing for all by 2000, where is it? Free education and health for all, where is it? Cut the man some slack and let him get on with it. If he fails, it surely could not be worse than the dung heap in which we are so comfortably ensconced right now.

    Remember also, that politicians are like nappies, both must be changed frequently and for the same reason.

    Anyway what do u expect from Tvangson. A man who can not make a decision in the middle of a meeting, and hence will ask for a few minutes (which turns to be hours) to go and ask his handlers what to say. He and his Shona cabinet will fail. Where will he get the foreign currency to pay all civil servants in less than 20 days. Or his friends/handlers with money, who unfortunately have the global financial crisis to content with, will give him. We will see!!

    This new primeminister got too excited and went over board.What will he say if his promises are not fullfilled? Allways under promise and overdeliver,in thatway you are covered,but now he has already over promised and people will expect delivery, i am sorry for the tea boy,sorry the primeteaboy (aka)primeminister.
    The speach was well crafted but got some flaws due to carelessness.
