2018 election already rigged, says ERC

THE Zimbabwe Election Resource Centre (ERC) says it fears that next year’s elections may already have been rigged as evidenced by the Zimbabwe Electoral Commission (ZEC)’s reluctance to unveil the 2013 voters’ roll.

Last week, ZEC said it has no voter’s roll which was used in the last elections. That was after a local activist group, Concerned Citizens Support Network of Zimbabwe, had written to the electoral body requesting for the copy.

Speaking at freedom of expression event in Harare, this week, Tawanda Chimhini, the ERC director, said the 2013 scenario would repeat if political parties do not push ZEC to release the voters’ roll which the country used in the last election.

In 2013, government, through the Registrar General’s office, refused to unveil the voters’ roll to the opposition in time.

“Even if we are to get a new voters’ roll and even if it is going to be availed to us, we cannot do any comprehensive interrogation of that roll without having a 2013 voters’ roll that is the base line that we have,” said Chimhini.

“We saw that in 2013 and we are still seeing it right now and we are nearing the next election and we do not have a voters’ roll; in fact ZEC says it does not have a copy of the voters’ roll which is the very document that will determine how the elections are going to be conducted which is nowhere to be found barely 13 months before the elections,” he said.

Chimhini said ZEC was not being honest when it said it did not have the 2013 election voters’ roll.

He added, “Nothing has changed since the last elections around the issues of voter registration and four years after the last election no one has a copy of the voters’ roll that was used.

“ZEC says they do not have it but we know that during every by -election ZEC is getting some form of electronic version of a 2013 election voters’ roll which they are using at the polling stage, because they are using two electronic voters’ rolls.”

“For example, there is going to be a by-election in Chiwundura on the 15th of July; they have conducted registration in that constituency and they have in fact given us that electronic copy of that voters’ roll, but we are told that the 2013 voters’ roll is nowhere to be found,” said Chimhini.
