| Solved: how Zimbabwe parties can fairly share ministries
As Zimbabwe's main parties bicker over the allocation of Cabinet posts, New Zimbabwe.com reader Usi Waida believes he has found a fair formula for the allocation and share of the 31 cabinet portfolios. Called the 1830 Model, he proposes the following: Posted to the web: 21/10/2008 00:29:06 FOLLOWING the September 15, 2008, power sharing deal signed by Zimbabwe's three main parties namely Zanu PF, MDC-T and MDC-M, cabinet posts can be distributed by allowing each party to choose one ministry at a time on a systematic basis as follows: The party with more cabinet posts will be allowed to choose first on the first round. POST ALLOCATION: The first party
to pick a ministry will be Zanu PF, second MDC-T and third MDC-M MDC-T , MDC-M
, Zanu PF MDC M, Zanu PF, MDC-T MDC–M is now out of the rounds since they were allocated three cabinet posts -- leaving Zanu PF and MDC-T to share the remainder of the portfolios. ROUND FOUR MDC-T , Zanu PF ROUND FIVE Zanu PF , MDC-T ROUND SIX MDC-T , Zanu PF ROUND SEVEN Zanu PF , MDC-T ROUND

MDC-T , Zanu PF ROUND NINE Zanu PF, MDC-T ROUND TEN MDC-T , Zanu PF ROUND ELEVEN Zanu PF , MDC-T ROUND TWELVE MDC-T , Zanu PF ROUND THIRTEEN Zanu PF , MDC-T MDC –T is now out of the rounds since they were allocated 13 cabinet posts. The remaining posts will automatically be allocated to Zanu PF. DEPUTY MINISTERS CABINET ALLOCATIONS: A similar model will be also be applied to allocate positions for deputy ministers: ROUND ONE ROUND FOUR MDC-T, Zanu
PF Zanu PF , MDC-T ROUND SIX MDC-T , Zanu PF MDC –T is now out of the rounds since they were allocated 6 deputy cabinet posts the remaining posts will automatically be allocated to Zanu PF. This
model can also be aplied to the allocation of embassies. |
