THE opposition Movement for Democratic Change (MDC) led by Morgan Tsvangirai on Monday published its wish list of ministries it wishes to control in a power sharing government.

The party identified 10 "key ministries" which it divided equally with Zanu PF.

Both Zanu PF and the MDC led by Tsvangirai have not challenged the allocation of three ministries - Regional Integration and International Cooperation, Education
and Industry and Commerce -- to the smaller MDC faction led by Arthur Mutambara.

But the Tsvangirai MDC's list differs from the ministry allocation gazetted by President Robert Mugabe after talks with Tsvangirai and Mutambara last year. The MDC-T has rejected the gazetted allocation as a "Zanu PF wish list".

In the government gazette, the FINANCE ministry was originally allocated to Zanu PF together with HOME AFFAIRS. But Zanu PF conceded FINANCE to the Tsvangirai MDC during negotiations and accepted a November 9 SADC proposal to share control of HOME AFFAIRS. As a result of the FINANCE ministry concession, one ministry from the Tsvangirai MDC allocation would be expected to go to Zanu PF leaving a balance of 13+Home Affairs for Tsvangirai MDC and 14+Home Affairs for Zanu PF

Tsvangirai's MDC went to negotiations on Monday with the following counter-proposal:
