Backing shebeens ... Walter Mzembi

THE government is planning to register, and possibly tax, residential properties that sell alcohol illegally, Parliament heard this week.

The plans were revealed by tourism minister, Walter Muzembi, on Wednesday.

He was responding to a question from Muzarabani South legislator, Christopher Chitindi of Zanu PF.

Muzembi said government was working on a policy that would change the negative colonial mentality about shebeens which have long been associated with crime and depravity.

The establishments would be registered and allowed to sell alcohol without being criminalised, he said.

MDC MP Priscilla Misihairabwi-Mushonga however warned that there was a risk the properties would be turned into brothels.

Mzembi said that was not his problem.

“I do not see what happens in bedrooms, I just register a product and I don’t mind whom you sleep with,” he said.

“We are re-branding shebeens as home hospitality centres and there will be an extension of products that we shall register.

“They will be licensed to host people in a typical home environment.”
